Arlington’s Response to Intervention Model for Reading Intervention
2010-2011

Reminder: The classroom teacher is the child’s primary reading teacher. All students, regardless of the level of intervention support they receive, should be seen by their classroom teacher two to three times a week alone or in a small group.

TIER I - This is the comprehensive literacy program each student receives in the regular classroom setting. In addition, classroom teachers will give supplemental, targeted support to students who are struggling to master the reading skills and concepts taught at that grade level.

TIER II - This is an intervention level of service for students who have been identified as needing reading support based on district and state assessments. Students will be given additional support by a reading intervention teacher, or by the classroom teacher. Staff/student ratio – 1:5.

Grades K - 2: 3 x 30 “Double Dose” Fundations support and 2 x 30 Guided Reading Support

Note: Classroom teachers will teach the regular Fundations course for their grade level. Intervention teachers will supplement both the Fundations and Guided Reading components of the district literacy program.

Grades 3 - 5:   3 x 30 Phonics Support (Fundations/Just Words/OG)
                        2 x 30 Fluency Support (Read Naturally) (Depending on Need)
                        2 x 30 Comprehension Support (Gr. 4 and 5 only)

TIER II.5 - This is a more intensive level of support provided to students who have participated in at least one year of comprehensive intervention, such as that outlined above, and have failed to close the gap in their reading achievement. This generally will entail a program of 5 x 30 with a targeted group of students with similar needs. Staff/student ratio 1:1 – 1: 5 depending on the circumstances. The services will include an appropriate mix of phonics, fluency, and comprehension based on student need.

TIER III - This is the most intensive level of intervention for students who are performing at least one year below grade level expectations AND have already received Tier II/II.5 or another similar level of comprehensive instruction and intervention without showing sufficient progress in reading achievement. This level of intervention occurs 3 x 60 or 4 x 60 minutes (depending on need) in addition to classroom reading instruction. Students will receive instruction in Wilson or Orton Gillingham. Part of each session will be devoted to fluency and reading comprehension. Students at this level will also receive 2 x 30 small group fluency work with the Read Naturally program. Staff/student ratio will be 1:1 – 1:3 depending on the specific circumstances.
